Leon J. Owens, M.D., FACS, AAST
Dr. Leon Owens has been a respected surgeon in Northern California for over 25 years. He is co-founder and medical director of the Mercy San Juan Trauma Program in Carmichael, Ca. and is also co-founder, president, and CEO of Surgical Affiliates Management Group, Inc.
A native of Detroit, Mich., Dr. Owens attended the University of Michigan at Ann Arbor, from which he received his doctorate in 1976. He served his internship and residency at the University of California, Davis Medical Center, eventually becoming chief resident in general surgery. He has also completed a surgical critical care fellowship at the medical center and serves as clinical professor of surgery for the UC Davis School of Medicine. He maintains board certification in both surgery and critical care.
Dr. Owens began a private practice of general surgery in 1981 in conjunction with his brother, Dr. Mark Owens. He is currently appointed to five different Sacramento-area hospitals and is a member of several surgical associations including the Sacramento Surgical Society, The Earl F. Wolfman, Jr. Surgical Society, and the American Association for the Surgery of Trauma.
The UC Davis Department of Surgery has twice made Dr. Owens its Outstanding Teaching Resident Award winner. Additionally, he was awarded the university’s Outstanding Teaching Award in Resident Surgery Staff in 1981. In 1995, UC Davis awarded him with their Outstanding Faculty Teaching Award. Also recognizing Dr. Owens’ work was Sacramento County, who honored him in 2006 with the Sacramento County Office of the County Executives Rose Award.
Mark P. Owens, M.D.
Dr. Mark Owens, a Michigan native, received his degree from the University of Michigan at Ann Arbor Medical School in 1963. He served his internship and residency at Detroit’s Sinai Hospital, where he rose to chief resident in general surgery.
In 1968, Dr. Owens was named chief of general surgery for the U.S. Army Medical Department’s 93rd Evacuation Hospital in Vietnam. For his outstanding service, he was awarded the Bronze Star.
After relocating to California, Dr. Owens joined the teaching staff at the University of California, Davis.
Currently, Dr. Owens is appointed to eight different Sacramento-area hospitals. He is certified by the American Board of Surgery, holds certification in Advanced Trauma Life Support, and is a member of 15 professional medical associations.
Robynn Gough Smith, RN
Vice President, Hospital Relations
Ms. Gough Smith joined SAMGI after a long career in healthcare management. First a critical care nurse, Robynn began to work as a Trauma Clinical Coordinator, Director and trauma consultant before becoming the first Trauma Program Manager of Mercy San Juan Medical Center and developing a Level II Trauma Center for a community hospital. She has managed Trauma Center operations at Level I and Level II ACS verified centers and has assisted multiple Level III hospitals in developing their trauma services. She has a history of assuring repetitive successful site reviews by the ACS. Later, Robynn was brought on in a program’s infancy to develop a Regional Neurological Institute for two hospitals and ultimately spanned the six Sacramento area facilities for the Mercy Neurological Institute of Greater Sacramento. As the Senior Director of Neurosciences, Trauma, and Telehealth, she directed and assisted the identification and development of needed services in these distinct areas across the health system. She is an active Trauma Center Site Reviewer for the State of Mississippi and the State of Washington. She has worked as a consultant to a nationally known trauma registry and to a Northern California EMS agency, focusing on compliance, data analysis, and quality improvement.
Her passion is in program development and quality care. Robynn’s expertise in developing programs and managing healthcare delivery processes across hospital systems allow SAMGI to offer proactive and innovative hospital solutions leading to deliverable results. Robynn is also pursuing her Master’s in Trauma Sciences at the inaugural program at the Blizzard Institute of Medicine and Dentistry at the Queen Mary University in London.
Director of Clinics & Compliance
Mrs. Thomas brings 36 years of healthcare experience in various departments and programs to SAMGI. She has worked with various specialties including trauma, orthopedics, and neurosciences. Mrs. Thomas’ experience includes in-depth knowledge of hospital, administrative, and trauma program operations. Previous work experience ranges from bedside patient care, executive-level administrative assistance, and as Senior Program Assistant where she participated in numerous joint commission accreditations and multiple ACS Surgeons’ trauma verifications and re-verifications.
Mrs. Thomas has extensive experience in assuring regulatory compliance for multiple reviewing agencies and she has also provided in-depth data for a regional program involving five hospitals. She has been actively involved in quality improvement and data collection for specialty registries in the trauma and neuroscience arena. Patty’s experience in developing solid infrastructure, policies and procedures, and trainings for hospital programs keeps SAMGI up to date on all new regulations and requirements.
Anna Pavao Zinn
Director of Operations & Human Resources
Ms. Pavao Zinn came to SAMGI with B.A. from the University of California, Davis and a background in small business management in diverse industries: she has been General Manager of Clarksburg Air Repair, Director of Operations at Fleet Feet Sports, San Francisco and Aptos, Franchise Support Coordinator for Fleet Feet, Inc. and is Co-Owner of design firm BlankBlank with her husband. Having seen opportunity to lend her varied experience to healthcare and the new field of surgical hospitalists, she brings a focus on efficiency, best-practices and offering the highest levels of client service.
